harvest periodically gives timeout error

Description
harvest timeout on all requests, newrelic sees 499, user sees 504 timeout error. A restart usually brings it back.
We need to take a closer look at the request type and timing, to see if it is caused by
- malicious traffic?
- database connections?
- something else?
