Adding Open Source Projects

Good Morning,
I work for NOAA/NOS and we have been slowly implementing and contributing to the OpenDCS software (https://github.com/opendcs/opendcs) for different aspects of our data ingestion system. After coming across the Code.gov website and reading the CONTRIBUTING.md file, I'm still confused on how we should make a request to have this open source software added to the general project list that is being put together. I apologize if I'm missed something in the documents but any help better understanding this process would be greatly appreciated.
