Try using apt-buildpack to improve compliance

I did a little experimentation with the apt-buildpack, but I quickly ran into psql version issues. The psql/postgresql-client version included in the cf/ubuntu stack is too old for the versions of postgres services shipped in cloud.gov.

You might be able to get a recent version if you specify an apt-repo or ppa. Not sure what the compliance implications are.
