Description
As a COE site user, in order to know what AI crowdsourcing challenges are available, I would like to be able to easily find AI challenge information and resources.
Acceptance Criteria:
- [x] A user can navigate to [AI Grand Challenge for Resiliency](https://github.com/GSA/AI_Grand_Challenge_For_Resiliency) information from COE AI site
- [x] A user can navigate to [AI Grand Challenge for Resiliency](https://github.com/GSA/AI_Grand_Challenge_For_Resiliency) information from Use Case Library site
- [ ] A user can **download** [AI Challenge data](https://ai-challenge-regulations-gov-data.s3.amazonaws.com/regulations-gov-data.zip) from COE AI site (?)
