Remove non-CFO Act Agencies from touchpoints Annual Performance Goals page

**User Story**
As someone responsible for agency performance reporting, I only want to see the agencies that participate in A11 performance reporting so that I can easily find and select an agency to review their content

**Acceptance criteria**
Given I am on https://touchpoints.app.cloud.gov/admin/performance/apg
When I look at the list of agencies under Annual Performance Goals
Then I only see the 24-CFO Act agencies
