ITDB ISSUE NOTICE - CIO Comment Character Length

Per the feedback at the ITDB Vendor Retrospective, we will begin logging discovered issues (that are reported to ITDB Support through direct email) as GitHub issues.

An issue has been discovered where CIO Comment length is limited to its byte length, rather than string character length, causing Comments with special characters, such as quotation marks, to be counted as more than one character.

The ITDB Development Team has identified a fix for this issue and will include it in the next deployment. If you encounter this issue during your submissions in the meantime, please either remove as many characters as necessary to meet the maximum character limit or remove the characters which are causing the issue, as a workaround.
