Description

Having submitted a data center and cloud standard investment, I am concerned that when I perform a "get" operation, I am seeing data in area 2 (the old "cloud") area. Given "2" is not a valid value, as indicated in issue #377, I would not expect that record to be returned at all, and would certainly not expect it to have any values.

Additionally, this exposes a larger concern I see with the standard investment "get" report. While I think it is best practice to submit all (valid) cost areas for all SIRs, it is not a requirement, and it appears the system is improperly reporting all data submitted last year as having been shifted by a year. In other words, the PY18/CY19/BY20 data reported last year is now appearing in the PY19/CY20/BY21 columns rather than dropping PY18 and shifting CY19/BY20 to PY19/CY20 and leaving BY21 blank.

I did attempt to validate using the data feeds, but all of those returned no data (as mentioned in issue #389.) So I do not know if this applies only to the "get" but it is concerning both to see cloud data still there and see data being displayed against the wrong fiscal year.
