Description
The IT Dashboard allows reporting of investments with an eliminated status, even if they have CY funding. When this change was made, the guidance was that the investment was expected to report again in the following year so that those CY funds would now appear in the PY. (See issue #75 for context.) The issue we are running into is that OMB is disallowing the Prior UII - which is the same as the current UII - with the following error:
Error: 009-000000000: 000144-ITP: PriorUII must correspond to an active investment from the prior budget year submission
While I understand the text of the error, this runs counter to the logical reporting that the investment should (and for an ongoing investment does) report itself as the prior UII. Additionally, the documented behavior when this change was made (see the example in the third post of issue #75) was that the prior UII would be reported both for the investment itself and for any new investments that might have spawned from that investment (as in the case of a split, in this example.)
Further, we cannot remove the Prior UII to avoid this error as we then receive the following:
Error: 009-000000000: 000143-ITP: Prior UII cannot be null when StatusIdentifier equals 6,7,8,9
Not reporting the investments avoids the errors, but this would, of course, result in under-reporting PY funding, which is not an appropriate solution.
