Deployment Report "reportsReleases"

Description
I just noticed that there is a "reportsReleases" element in the xsd for the deployment report but cannot find that in the guidance. It also doesn't appear to be required since I've already done some test submission without it. Are we supposed to use this field, and if so, how? Should we just send "Yes" if we have release dates, or is this information that we need to collect about an activity that may not have any release dates yet?
