Unable to submit monthly update in UAT

Description
In the 2021 UAT environment, I am attempting to submit a monthly update file. However I receive the following error for existing investments:
000277-BSC: You must first submit an annual update for this investment before you can provide a monthly update.
However, an annual update submission was provided for each of the investments being tested. Is this a UAT issue, or are there specific requirements for the "annual update" that have changed? (And, as a note, the IT Budget file was submitted first.)
While some testing can continue as it appears to report back any other errors, it does interfere with being able to fully test and confirm there are no issues with a submission.
