Network Component investmentCost Details - Appending Instead of Overwriting

I'm going to submit our input file and the subsequent data feed from the ITDB, but an update to an Network SIR was submitted to change the components that were reported and instead of overwriting the existing entries, the list was appended with the most recent submission. We submitted 3 rows of data, but the dashboard has 5. The other the rows were submitted previously and we expected those to be overwritten.

I haven't not tested to see if this is the same with other SIRs, but please check when addressing this issue. Thanks!
