API has duplicate per diem and sometimes 3 per diems for the same location

Description
If you use the state/fiscal year api, you will see duplicate/triple per diems for the same location in the JSON being return. Here are some zip codes as examples that have the duplicates/triplets:
18092
97070
97498
97222
32564
There seems to be a total of 514 locations in your API that is spitting out duplicate/triple perdiems for the same location/postal codes
