Change the decommissioned systems portion of the dashboard with decommissioned systems and added systems (side by side bars) for the previous 2 FYs and the current FY

This can wait until after GEAR3.1 deployment.
This would replace the "decommissioned systems" portion of the dashboard. The bar chart would have the Y axis be the # of systems, the X axis would be FYs (the previous 2 FYs and the current FY, so as of right now, it would be FY24, 25, and 26). Each FY would have two bars, one for the added systems, one for the eliminated systems. We can use the existing systems API to obtain this data.

Depending on the anticipated launch date, this can either be prioritized prior to the launch or just after launch of GEAR 3.1.
