Add bar chart to the business systems report for a stacked bar chart for cloud adoption by organization

This can wait until post GEAR3.1 deployment.
Currently on the business system report page, there is a chart for business systems by org. When you click the "Cloud Enabled" filter is selected, can we replace the systems-by-org pie chart with a stacked bar chart for cloud adoption by org. Each org would have a bar that had the number of cloud systems for that org and the number of non-cloud systems for that org stacked in the same bar, with a mouse-over that provides the exact numbers.

Depending on the anticipated launch date, this can either be prioritized prior to the launch or just after launch of GEAR 3.1.
