Create standard operating procedures (SOP) doc for GEAR Manager

Create written requirements for GEAR Manager. That way we can sanity check the logic before making changes in code ,and if we need to make changes/additions we can reference the written requirements. This way, we also have something to check the code against to make sure everything is working as intended.

This will also be helpful for anyone else that needs to come in and work on GEAR Manager
