Optional versus required fields in the new Manager functionality

In the new GEAR Manager functionality introduced in the "654-open-text-fields-for-technopedia-fields" branch, the following required versus optional fields need to be adjusted:

- [ ] Please make the software version field as optional. Some entries, like mobile software, will not have a software version. If the software version is not provided, please make the "Also Known As" field required. The system should default to using the "Also Known As" value as the display name if the software version is not provided.
- [ ] Please make the "Also Known As" field optional if the user provides data in the Manufacturer, Product, and Version fields
