TIME questionnaire - make clearer to users the intent/purpose and what we will do with the data

- Have a hyperlinked “What is the purpose of this?” that points to a static page on GEAR for “System Lifecycle Questionnaire FAQs”
- This could be added as a tab to the About section and have it's own route. Possibly added to the "Systems Rationalization" tab?
- FAQ section should have the following questions/answers
- What is the purpose of filling out the TIME (system lifecycle) questionnaire?
- Why should I fill this out?
- What will be done with the data?
- How can I propose changes to the questions or listed responses?
