Convert our use of D3 to Angular version instead of relying on JQuery

We’re using an old version of D3 that uses JQuery. He wants to pull in an Angular version of D3 and convert those. The benefit of this is to be completely off of JQuery -- one less dependency we need to maintain and one less dependency to conflict with future updates (like Angular).
