Replace the Definition button on each report with a button explaining why a user would use this report

In each report/list view on GEAR, there is a definition button at the top-right which defines the report itself, but it doesn't tell the user why the report matters or what they could use the report for. We could use this button, change the title of it, and add more information in the resulting modal to explain the 'why'.
