Default IT standard name to softwareRelease application title if exists, if not default to legacy IT standard name

The displayed title for the IT standards (i.e. the name of the technology) should default to the softwareRelease application field unless it doesn't exist, in which case it should default to the legacy IT standard name. This should share the same logic that already exists in the modal title.
