Create a way for data practitioners to create their own reports with GEAR's raw data

Using JasperSoft, provide a way for advanced data users at the agency to create their own reports using GEAR's raw data (e.g. the ability to create joins between tables, specify data fields in their report, specify data filters, etc.). Ideally, this would occur as a view within the GEAR web app itself so that the user doesn't have to leave the GEAR interface (perhaps an iFrame or similar).
