Scroll through the drill down options

1. Click on the 'Main Menu' and drill down through the 'Starting A Business' menu.

EXPECTED RESULT: The user should be able to navigate down through the sub-menu(s) to a content page.

I was able to navigate through the sub-menu(s); however when I came down to the last option on the sub menu, the application start to scroll through the options on the main page behind the sub-menu display. I was expecting that the focus still should be on the sub menu. It doesn’t make any sense to scroll through the main page not seeing the page contents.
