SBA_2015_07: UC#3: Search defaults to "Loans"

Description:I clicked the magnifying glass and it went to "Search Results" for "Loans". I hadn't entered "Loans" to search for.

Results Note: The first results was "Lender Totals for July 2011". I'd give you pretty good odds that is not the desired search results for 99.99% of the folks who search for "Loans". _maybe_ "Lender Totals for June 2015" (the last month). But I'd doubt even that. I would think the "Small Business Loans" section from the Home Page would be more likely a desired result.

Test Step 2: Click on a search result link and see the page. I clicked the first one, since it didn't say "PDF" like so many others did. But it brought me to a page that only had a link to a PDF for the July 2011 results. It seems all the results are PDFs or DOCxs (some say they are, some you only realize once you click)
