SBA_2015_07: General: Menu Headers inconsistent

Description:The grey menu headers on the main page (BLOGS >> (frankly, an odd one to be first, seems much less formal than a .gov site), NEWS >>, (then image of Maria Contreras-Sweet), STARTING A BUSINESS, MANAGING A BUSINESS, etc.) are inconsistent. You can select BLOGS or NEWS to get to a page of more than just the three shown. But for Starting or Managing, you can't select them, instead, you have to scroll below the four (not three like above) links shown to select "Load More >>". Why the inconsistency?

SMALL BUSINESS LOANS and CONTRACTING don't have any "more" information; is that why the headers aren't clickable for any of those four sub-picture sections?

Then back to SBA VIDEOS >>, with the section header selectable.

And this was really hard to realize at first due to the faint feedback when tapping (see my other issue on that). I wasn't sure if the "STARTING A BUSINESS" page was loading or if nothing had happened or if it wasn't a link or if my tap wasn't accurate enough. (Making that grey section header background go dark grey when clicked would be helpful on that.)
