Affordability in initial steps links

Flat Design does not provide affordability for links and buttons. While "Get Started -->" in the big brown rectangle uses the arrow to imply that you might want to click on it, the "or browse recovery steps" in normal text in a pale tan side box gives no indication that you should click on it. I have a choice when I see "or browse recovery steps": I can scroll down, thinking I'll be able to browse the steps, or I can press the words to see if maybe they take an action (which turns out to be the case).

Similarly, if I do scroll down, there are three nice icons and sections with what appear to be steps. But despite being icons and having text that implies action ("Tell us...", "Get a...", and "Put your..."), none of them are clickable to take me directly to those steps. I think they should be.

Locate the page containing “or browse recovery steps” and the three introductory sections described in the issue. Check how the existing link and section elements are rendered, then make the intended controls discoverable and ensure each section leads to its corresponding step; done means users can identify and activate all described destinations.
