Description: In step 1 (Theft Details) of filing a complaint, when I enter a year for "when the account was opened" there are only options going back to 2011. Seems like it could have been before that?

Steps To Reproduce:
1. In step 1 (Theft Details) of filing a complaint
2. Under the quesiton "When the account was opened", select a year

Expected result: I expect I could enter any year.
