iPhone 5s/iPad 4 - Carousel Issue, no leaving site warning for the Federal IT Dashboard link

Issue Name: CIO.gov Test Case 3-2014 - Carousel did not behave as expected.

Description:
No leaving site warning was given from the Federal IT Dashboard 'Learn More' link. Activating this link took me directly to the IT Dashboard page with out the 'Leaving cio.gov' modal. Tapping the image on that carousel slide did give me the leaving site modal.

I did not have the display issues with the carousel numbers overlapping the text as others have reported.

Same issue encountered on other devices tested.
