Validation E-Mail: "Future End Date" Error Bundled with "Invalid Start Date" Error

**Description**: When a CIW with a valid start date and a past contract end date is submitted, the CIW rejection e-mail notes that:

1. The contract end date must be a future date
2. The contract start date must be earlier than the end date

The start date error seems to occur whenever there's an end date in the past, regardless of whether or not the start date is earlier than the end date.
