monthly mean program not to copy data when data in live directory

Description
By defaults when the monthly means jobs run each relevant history stream is copied from archive to the a temporary directory when the monthly means run. The copying is not needed when the "archive" is actually a local directory visible in batch.
I suggest in cases when the env var ARCHIVE is not /archive/u/SOMETHING (at NCCS), that we actually replace the copying w/ a link of the data from "archive" to the MM work directory.
