Toggle for smooth scrolling feature?

**Is your feature request related to a problem? Please describe.**
I saw #164 , and firstly, congratulations on implementing smooth scrolling!
Unfortunately, I am sensitive to motion and it makes the content harder to read.

**Describe the solution you'd like**
I'd like a toggleable feature to turn smooth scrolling on and off, much like the FPS limit & scroll strength.

**Describe alternatives you've considered**
Mousing over the scrollbar does toggle this currently, but it's cumbersome to interact with the content on the page this way.
It's also way too fast - for comparison I use the Windows default of 3 lines per scroll.
