"Failed to download" error after `fuelup update`

### Problem

The errors means there was a 404 from githubusercontent.com

### Steps

Not consistently reproducible - it seems like it's either a problem with the user's network, or a temporarily outage of the page on raw.githubusercontent.com. It doesn't seem to coincide with nightly releases.
