components.toml validation

As seen in #300 sometimes components.toml serves as the source of truth for fuelup and the CI job to build channels but may sometimes be inaccurate. We should include a validation step within the CI to ensure that the toml file is correct.

Start by locating components.toml and the CI workflow that builds channels. Read the context in issue #300 and determine which properties make the TOML file correct. Done means CI validates the file and reports inaccurate contents before channel builds proceed.
