What I would expect:
If API access: Yes: Google API would not return an error
If API access: No: Both API return : `FAIL: HTTP error 503 Service Unavailable`

Start by reproducing the behavior on demo.freshrss.org with API access enabled and disabled, checking both the Google and Fever API responses. Done means the enabled setting no longer returns the reported 500 error, while the disabled setting returns HTTP 503 for both APIs.
