[Feature Request]: Add Seen view counts on Watch page for Shorts

### Problem Description

There are two separate view counts for Shorts
- Seen, how many times it was started with no minimum watch time and it also counts repeated plays
- Engaged, the traditional view count which has minimum watch times and doesn't count repeated watches

Our Watch page currently only support Engaged view counts, which could be a bit confusing when a user is seeing the view count on the Channel page.
