[Feature Request]: Implement pagination for Settings page in desktop view

### Problem Description

We currently have pagination for mobile views but i would prefer to see this also happening for desktop views

Reasoning:
- This would let us link to specific settings sections, could be useful for https://github.com/FreeTubeApp/FreeTube/issues/5711
- This would also make it feel more like the way other apps do it e.g. the settings app in windows and ubuntu
- We could change the URL that way if you go away from the settings and then press the back button in the navigation bar, you would go back to the same place you were in the settings

Make pagination possible for the History page while using desktop views
