[Feature Request]: Add an option to enable kinetic scrolling on a touchpad.

### Problem Description

While scrolling with a touchpad is smooth, what isn't however is when it immediately stops after i lift my finger, which (imo) ruins a bit of the experience. It's not a deal breaker but would be a nice thing to have considering chromium can do kinetic scrolling.

### Proposed Solution

Add an option in the theme settings to either enable or disable kinetic scrolling, if smooth scrolling is disabled then the option would be grayed out.

### Alternatives Considered

Perhaps put it baked in to the app without a toggle?
