### Problem description
When I select a plane and a vertex for a **TangentPlane** attachment, the plane is sometime not translated and always upside-down.
On the capture below the result plane is stuck on the XZ plane but it should be at the selected vertex.

When I edit the sketch, local +X belong global -X

In **FlatFace** attachment mode i.e. without vertex selected, local +X belong global +X as expected.

Research direction
Reproduce the attachment workflow by selecting a plane and vertex for TangentPlane, then compare it with FlatFace without a vertex. Verify that the resulting plane is translated to the selected vertex and that local +X has the expected orientation rather than being upside-down; use the supplied capture and version details to confirm the behavior.
