TechDraw: "old-style" bitmap-based Draft hatch patterns are not supported in TD (new Draft Hatch tool does)

### Problem description

When user sets hatch pattern in a draft element as an attribute of a planar element, it is not displayed in TechDraw_View or TechDraw_DraftView.

Proposed feature:
support patterns created as attribute of planar draft element in TechDraw_DraftView and TechDraw_View.
