Get the FreeBSD extension accepted into the OCI runtime spec

- [ ] Prepare the changes required to include FreeBSD in the spec (refining the presentation/commentary and removing any extraneous content).
- [ ] Create a draft PR in the https://github.com/opencontainers/wg-freebsd-runtime repo, request feedback from Sam Karp, Ed Maste, Dave Cottlehuber, and Bjorn Neergaard from Docker (if possible) as key stakeholders or SMEs.
- [ ] Submit the PR to OCI for approval.
- [ ] Iterate on feedback until it is accepted.
- [ ] Announce that FreeBSD is now included in the OCI runtime spec, and provide guidance on available FreeBSD container management tooling e.g. Podman and containerd, and container images available. Provide access to a development roadmap and call for volunteers to help progress it.
- [ ] Close Working Group if appropriate.
- [ ] Evaluate whether other alternative groups should be created to take on the remainder of the work below.
