Description

I have a slightly unusual request. I am developing a simple webpage for the [Fortran index](https://github.com/fortran-index/fortran-index) hackathon series. Given that the series is focused on knowledge exchange for Fortran community tooling, I figured that FORD would be a good candidate for making the webpage. I made a start in https://github.com/fortran-index/fortran-index/pull/48.

There isn't currently any Fortran code in the repo, so I had to add something for FORD to build successfully. Would it be possible to remove this requirement so that arbitrary Fortran source doesn't need to be added?
