Resurrect wvWare

Currently, projects from `Src/Plugin/Primary/wvWare` aren't included into the build, and aren't seemingly used by the built distribution. We should either start building it and using it correctly, or get rid of it and get a replacement.

Start by inspecting Src/Plugin/Primary/wvWare and the repository's build configuration to determine why these projects are excluded. Check how the built distribution selects plugins and whether wvWare has current consumers. Done requires choosing and completing either integration into the build and distribution or removal with a replacement.
