Hoogle notification on each startup

Every IDE startup, I am getting this:

It should not be shown on each startup. Or maybe at all. If we wish to promote Hoogle-related features, we can inject a corresponding button ("Enable Hoogle"/"Refresh Hoogle index") into the corresponding places in the UI.

So, for now, let's remove this notification.

Start by locating the Hoogle-related notification shown during IDE startup and trace the startup entry point that triggers it. Remove that notification path, then verify that launching the IntelliJ plugin no longer displays it on each startup; no specific test or file is named in the issue.
