Re(build) Hoogle Database doesn't work (Cannot decode byte '\x90': Data.Text.Encoding: Invalid UTF-8 stream)

When calling **Re(build) Hoogle Database** action is my Windows environment (Tabularius project), this error gets reported, and build of Hoogle breaks:
