team management

@vadim - I have a few questions.
I didn't review the progress of the team about 2-3 weeks, but all PRs are in my inbox, so i'll carefully check it later, and will notify you and member about changes(if it necessary).
First question is: do you move all tasks from my papers into github issues or not? I know that some tasks were covered bad, so maybe we need to adjust them and move here.

- One of my goals is to mark tasks, that we currently doing with in-process label.
- Then we'll think with you about differentiation of tasks by milestones.
- I also plan to add a Project(aka Kanban board like Trello) - maybe it will also simplify our life.
- I want to add Issue templates and PR templates here, so we'll be able to have more solid process
