Run windows VM on demand (and for updates)

I find I don't use the Winapps vm very much, but it's always running.

It would be good to have a mode where it started the first time you first launched an app, then could shut down after a period of inaction.

I guess there would also need to be some mechanism to make sure windows stayed up to date as well.
