Forward logs to github

Currently, logs are stored on the remote cluster in a directory determined by the slurm batch job configuration. Instead, we should stream the logs back to github so that any issues can be triaged directly from github. This would remove the need for a remote web server to host logs for review.

Start by reading the Slurm batch job configuration that determines the remote log directory and trace how those logs are currently exposed for review. Define the GitHub destination and verify that job logs can be reviewed there without relying on the remote web server.
