When running the dev version of the website updates to local code is not automatically updated in the browser

### Current Behavior

When I edit a file, I have to refresh the browser before I see the updates.

### Expected Behavior

Until a few weeks ago the updates happened in near realtime (~.5 seconds) in the browser without a refresh.

### Steps To Reproduce

Run the website locally, view a page in a browser, update the content, it won't update in the browser until you refresh.

@joepavitt has also confirmed he's seeing the same.

- Platform/OS: Mac latest
- Browser: Chrome latest
