Update to new netlify build image

### Description

The netlify build is using a now-deprecated image. We need to update to the latest.

Whilst debugging something else last month, I toggled to the new build, but it hit some failures around the image compression tasks. As it wasn't part of the issue I was debugging, I toggled back and promptly forgot to follow up.

This issue is to schedule time to get the migration done.
