Create GH Action for pushing updates into production

### Description

To deploy updates to the ping collector currently requires someone to manually run `sam deploy` - with the appropriate credentials etc. To date I'm the only person to have actually done this.

To avoid me being a single-point-of-failure here, we should have a GH Action that does the deploy such that anyone can deploy updates.
