When installed on pre-2.20.0 Hosted instances report upgrade needed

### Current Behavior

Try to use nodes on older stacks and it reports FF Tables not enabled but not why

### Expected Behavior

Report that upgrade is needed to enable tables.

create 2.15.0 stack
install ff tables nodes
try to access tables
